However, we need to approach that mission with a little caution.

fee for obtaining a copy of the image
fee for an annual display of the copy of the image
Another issue is ownership of the image. I actually own the majority of
the postcard images in our archives (with plans to someday, transfer
ownership to a permanent community archive.) But, I really don't own the
image -- just the card. Some of the images are technically still under
copyright of the original creator -- the photography or postcard printer.
However, in the museum and archive field, this is very often overlooks
(even in court) because the historic value for a general public is seen as
a greater good.
1) Cataloging the images in the collection (Catalog items in other collections)
2) Developing a practical policy for using the images (for personal use,
publications etc.)
3) Develop several methods of reproducing the images that are appropriate
to the specific use. (Not everyone will need or want a 11x17 B&W photo
enlargement or a 300 pixel scanned data file.)
Collections:
Doug Taylor has collected (and re-photographed) a number of
antique Blair photos of the years. (He was the one how made the pictures
that once were in the Blair Maple that now are in the Chamber of Commerce
office.) He has a personal monetary investment in his collection and for a
price will sometimes make a photo for people.
