ORDINANCE NO. 699
Introduction of Ordinance No. 699 of the City of Blair, Nebraska and the matter
now coming before the Mayor and Council was the passage and approval of
Ordinance No. 699 of the City of Blair, Nebraska. This Ordinance was introduced
by Councilman Sorensen and is in words and figures as follows:
ORDINANCE NO. 699
An ordinance relating to the renumbering of residences, business, the changing
of the names of some streets within the present city limits, and within a one
half mile limit thereof; the setting out of rules used for the new street
designation and numbering plan, the same to be followed in the naming and
numbering of future streets; to repeal all ordinance and parts of ordinances in
conflict therewith; and to prescribe the time when this ordinance shall be in
full force and take effect.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR,
NEBRASKA:
ARTICLE I. NAMING AND NUMBERING OF STREET AND
BUILDINGS
Section 1. STREETS, AVENUES, BOULEVARDS, ROADS AND DRIVES,
RESIDENCES, BUILDINGS: Name and number changed; rules controlling same.
The Streets, Avenues, Boulevards, Drives and Roads in the City of Blair,
Nebraska, shall be changed and designated according to the following rules.
A. The rules are set forth as a control for the new street
numbering plan and are to be used in the naming and numbering of future
streets.
1. All present streets of an east-west or a north-south
direction and which conform in alignment with the existing streets in the
central part of Blair are to be given the designation "Streets”.
2. All north-south and east-west streets which are misaligned with the
existing plan by more than one and one-half times the legal width of the
street are to be "Avenue”.
3. Those future Avenues which are north-south in direction will be given
the number of the nearest adjacent street.
4. All streets which are diagonal in direction to the central portion of
Blair are to be named as Boulevards, Drives, or Roads.
B. The following rules are to control the new house
numbering plan.
1. All house numbers on east-west streets will conform
to the numbering of the north-south streets.
2. For north-south addresses the dividing line will be Washington Street.
3. House numbers are to be assigned on east-west streets one number per 10
feet of distance from the nearest lowest numbered street eastward, using
the east lot line of the block as the starting point.
4. North-south addresses will be on the same 10 feet basis but the
hundredths block will be determined by the number of blocks north or south
from Washington Street. For north addresses the starting point shall be
the south lot line of the block. For south addresses the starting point
shall be the north lot line of the block. On diagonal streets the
numbering shall conform as if the rectangular streets were cut through so
as to intersect the diagonal street. Diagonal streets which have a
direction more' easterly or westerly will be given numbered addresses in
relation to the numbered streets. Diagonal streets which are more
northerly or southerly will be given north-south addresses in relation to
their distance from Washington Street.
Section 2. NEW STREET NAMES. -- The following is a list of
present street names and the new names each street is to have.

Section 3. STREET SIGN, CHANGE. The street commissioner upon
order from the City Council shall cause all street names that are changed by
this ordinance or that are name in the future to be properly marked by
appropriate signs.
Section 4. HOUSE NUMBERING PLAN. The houses and buildings
situated within the corporate limits of the city of Blair, Nebraska; and those
within a one half mile limit thereof shall be numbered according to the rules
set out in part B. of Section 1 of this ordinance. The City Clerk or some
other person desgnated [sic] by the City Council shall assign the owner of his
agent the proper number for a residence or a building according to the rules
adopted under this ordinance.
Section 5. DISPUTES AND CONFLICTS IN NUMBERING RESIDENCES,
BUILDINGS, STREET, AVENUES, BOULEVARDS, DRIVES, AND ROADS. The City Council
shall submit all desputes [sic] arising under this ordinance to the Planning
Commission for that Commissions recommendations.
Section 6. REPEAL OF PRIOR ORDINANCES IN CONFLICT. ALL
ordinances and parts of ordinances passed and approved prior to the passage
and approval of this ordinance and in conflict therewith are hereby repealed.
Section 7. WHEN OPERATIVE. This ordinance shall be in full
force and take effect from and after its passage, approval and publication
according to law.

FIRST READING
The Mayor instructed the Clerk to read by title Ordinance No. 699 of the City of
Blair, Nebraska. The Clerk Thereupon read the foresaid Ordinance No. 699 by
title upon its first reading.
Whereupon Councilman Trisdale moved that said Ordinance No.
699 be approved on its first reading and its title agreed to. Councilman
Farnberg seconded this motion.
