How to start . . . . after completing a nomination form the BHPA reviews it. If the nomination is approved . . . . notifies property owners of a nomination . . . .allowing time for owners to accept or reject the nomination. If the property owner rejects the nomination the process stops.
Certificates are presented to the property owners and a site marker is prepared for attachment to the site at a later time.
After a nomination is approved, the information about the site is added to all appropriate county booklets, maps and brochures that discuss the historical sites of this county.

Properties listed on the Registry are evaluated using the following criteria.
1) The property must be located with in the city of Blair.
2) The property must be deemed worthy of preservation and recognition by the Blair Historic Preservation Alliance.
3) The property must be either architecturally or historically significant to the city of Blair.
Specifically, the
properties must:

have integrity of location, design, setting, materials, workmanship, and association.

be associated with important events that have contributed significantly to the history of Blair; or
-
be associated with the lives of persons significant to the history of Blair; or
-
embody distinctive architectural or artistic characteristics of a type, period, or method of construction, or represent the work of a master, or possess high artistic values; or
-
have yielded, or may be likely to yield, information important in history.
Besides meeting these criteria, supporting documentation (such as photographs, historic summaries, oral histories, and provenance) should be researched, formalized and presented to the Washington County Historical Association and be accessible to the public through the
publications of the Blair Historic Preservation Alliances.

Other Criteria Ideas:
Has significant character, interest, or value as part of the city, region, state or nation; or is associated with the life of a personality significant to the past; or
Is the site of a historic event with a significant effect upon the development, heritage or cultural characteristics of the city, region, state, or nation; or
Exemplifies the cultural, political, economic, social, or historic heritage of the community; or
Portrays the environment in the era of history characterized by a distinctive architectural style; or
Embodies those distinguishing characteristics of an architectural type or engineering specimen; or
Is the work of a designer or architect or contractor whose individual work has influenced the development of the city, region, state, or nation; or
Contains elements of design, detail, materials, or craftsmanship which represent a style unique to the past; or
Is a part of or related to a square, park or other distinctive area and thus should be developed and preserved; or
Represents an established and familiar visual feature of the neighborhood, community, or skyline, owing to its unique location or singular physical characteristic; or
Is part of or related to a distinctive, geographical area which should be developed or preserved according to a plan based on cultural, historic or architectural motif; or
Has yielded, based upon physical evidence, or is likely to yield information important to history or prehistory.
In addition to the criteria listed above, the site, structure, object, or district will be considered in light of its integrity of location, design, setting, materials, workmanship, feeling, association, and its suitability for preservation and reuse.
